Update 13.2.4

Our new regular update. What's new and what's fixed:

Added new lobby notifications – play single-player and get invited to multiplayer games on the fly. Added limits on how often a player can land on expenses cell (in a row and in a year). Fixed multiplayer loading bugs and added numerous network stability improvements. Economy sector updates are now grouped into a single line. Added an event log to the end-game screen. Targeted education tile selection now considers current study completion time. Fixed font and windows scaling bugs. Fixed an option to repay multiple debts in the red.

Real estate and stocks purchase prices are now displayed on a new line in small font. Padding has been fixed for mobile devices. Misc general single-player and multiplayer improvements.
