Beta 675 Release Candidate - Layouts & Notification UI 3 Fixes

Changes

• The Layouts Toolbar will now close when exiting layout mode again, but it will re-open upon entering layout mode, if it was already open.

Fixes

• Fixed an issue where requested notification opacity was ignored

• Fixed an issue where notification title font size would not scale down to fit the width of the title bar to a lower limit

• Fixed an issue where notifications did not work with Rich Text Formatting anymore.
