Fixed a nasty bug affecting requester chests making it so they wouldn't fill properly

Added a command ResetRequesterChests that will fix this problem (should only need to run it one time on your map if you have broken requesters)

Fixed a bug causing the logistics network cache to get out of sync with actual inventory data, affecting item counts available to construction and supply bots
