Update 15 (not stable)

Added a new city management menu. Added 66 districts for the upgrade. Added a new item to the components menu. Provides components for the city.

Added the end of the game at 100% damage to the city. Added display of characteristics in the creeping line.

Fixed bug, where the tornado did not appear. Now mechs without pilots cannot return home.

This new gameplay needs more balance and bug fixes. The previous version is in the "oneversionback" branch.
