Hello! Pushing a couple more fixes to the default branch stable version.

• Patrons trying to order from patrolling vendors sometimes got stuck in a wandering-like state.

• Vendors were not quitting their patrol when menu items became unavailable.

• Patrolling vendors now wait for the guest to arrive before starting to prepare the order.

• Ordering patrons sometimes had their order delayed after the vendor had already prepared it.

• Hourly car payments were causing people to show a 'parking the vehicle' state while doing other things.

• Contractors and police officers traveling to the resort were getting activated on load before arriving.

• Vendors were leaving their shift too late and continuing to work too long after shift end.
