Now with built-in crosshair editor!

Our first update!

The list of changes:

• Added simple crosshair image editor

• Added ability to start the program without admin rights

• Added chevron built-in crosshairs

• Now if you start the second copy of the program, it will open the existing one instead of error message :)

• Fixed black list text file encoding compatibility
