Patch v202401081314

Fix bug where grappling hook would pull vehicle when fired rapidly.

Prevent balloons from going too high and glitching out.

Improve fast travel point for habitats.

Hopefully fix a rare bug where the camera would only show sky (please let me know if this is still happening).

Fix a rare bug with map icons not moving with the map.

Avoid balloon side jobs in water since they can cause the balloon to glitch out.
