HotFix Build 319

Fix bug where no medicine was removed from player inventory. Fix bug where sometimes the npcs would move around the world in a sleeping pose. Fix localization bug on the note in the scooter quest. Fix for npcs that have been kicked out of town getting sick and posting to the board.
