Added timetable symbol dropdown to car inspector Operations tab.

Timetable symbol dropdown now shows next departure time, or last arrival time if the next departure is too distant.

Fixed Auto Dest on timetable passenger cars incorrectly checking passed stops. Note that it will check stops which are not reachable otherwise, such as a local passenger vs express passenger. (RR-732)
