A game of rupture

ZIVCAS is concerned by Typhoon and Black Market's alliance, alongside the risk of a new monopoly emerging. They can't openly act out against them: Typhoon is a Korean-American contingent, that also provides protection to the Black Market.

To break this partnership up, ZIVCAS sends their operative crisis-manager: Liv Kehler. He devises a plan through which he intends to pit the partners against one another, using the Seeker as his instrument.
