0.9.6.9 Minor Tweaks

Changes: Increased the maximum XP gain limit in Settings (was +100%, now +200%). Mercenary availability based on City Relations now updates in real-time; no need to re-enter the city anymore. A few more minor tweaks.

Fixes: Fixed an issue with custom maps created in the editor where the action takes place in city nodes.
