Perk Clarity Update

Mini Patchnotes: -999 Perk descriptions slightly improved -Gold/Perk Value makes more sense now --All gold values are halved, inlcuding prices, basicly no gameplay changes, but perk value = gold cost now for shops and upgrades, which makes things a lot easier to understand. -1 Gold perk, 1 Neutral perk -Various balance changes and fixes Full patchnotes as always in game

The main thing about this update is the perk description changes, where I went through every perk and tried to see if it could be more clear, most of the changes arent that huge, but with 999 of them it should make a significant difference. Also yes it is exactly 999, I did not make this up, it just happened that way, statistics and all that.
