Changes:

• Surging Circuit now applies charge every 4/2 seconds and deals 20/40 damage per hit

Fixes:

• Creeping Frost will no longer damage yourself when you are Cold

• Herd Growth, Destruction Therapy and Sheepdog now properly apply their effects to player minions

• Shocking Reflex will no longer attempt to apply charge to projectiles

• Static Buildup always triggers on bow and cannon heavy attacks

• Surging Circuit no longer damages player minions

• Fixed a crash when using Vault Strike with certain equipment pieces

• Fixed some text overflow issues with playing in Russian or Spanish

• Fixed various crashes
