Edited certain Weapon Perks for Grenade Launcher

Solo Vision now affects Akimbo Sentinel, Laser Spotlight, Tracer Rounds

Tank Mutation will always gain 2 Full Hearts 

Wither Mutation implementation changed to multiply after existing enemy speed debuffs

Mutation screen clears now won’t work on bosses

Default FPS cap set to 120

Fixed a bug where 14+ hearts covered in-game timer

Fixed a bug where weapon purchase button would disappear 

Fixed a bug where arrow keys, R couldn’t be rebinded in settings

Fixed a bug where Melee Width/Speed would display in upgrade descriptions
