Minor fixes/tweaks - v0.17.2

Just a few convenience patches in v0.17.2:

• Stopped camera panning when minimap is expanded (it still zooms with mouse controls but not with a controller, I'll patch this in the next update)
• You can disable all data sampling for strategic/tactical reasons
• The tornado hunts at full speed again, even if you released a bunch of 'temperature' chemicals to slow its ground speed
• Scenario mode blocks chemicals, the whole point is to have scripted tornadoes and not let the player interfere with them
