a few fixes to tie up loose ends

Went back in time to fix some remaining bugs:

• fixed bug where running steam in offline mode while subscribed to mods would lock the game on the loading screen
• fixed bug with incorrect screen fit on very large aspect ratios (e.g. 21:9)
• fixed bug where no more than 30 mods could be active at the same time (After restart)

Also, in case you didn't already now, Door Kickers 2 exists now!
