2026.9.16.1154 - FFT rolling window, Toki Pona locale, fixes

Hello everyone!

I'll be away travelling soon, so there won't likely be any builds for a bit, but I got a few goodies for you before!

FFT now has rolling analysis mode! This lets you use large window sizes for more detail, while keeping low latency - in fact, there's now also 16K window size mode!

Also another fun thing - thanks to @.hecko, Resonite now has Toki Pona locale! If you like constructed languages, this might be great way to practice it.

There's a few bugfixes too and little bit of prep-work for .NET 11 update in November - I found some more inconsistencies in our compatibility determination system that were now plugged in.

I might be able to squeeze a build in tomorrow as well from the hotel, but no promises!

New Feature:

• Added support for rolling buffer analysis mode for FFT analyzer (based on request by @EuphieEuphoria, issue #7225) -- You need to switch the BufferMode from Discrete to Rolling
• Added 16384 FFT buffer size option to FFT analyzer

Tweaks:

• Categorized ReferenceProxy into the Common UI/Proxies category alongside the other usable proxy components (reported by @jackthefoxotter, issue #7169, implemented by @ryuvi)

Locale:

• Merged new Toki Pona locale by @.hecko
• Merged English locale tweak by @cameron5

Fixes:

• Fixed encoding of char surrogate pairs causing a crash (reported by @3x1t_5tyl3, Lexevo, issue #72520)
• Ensure consistent method sorting for compatibility hash when there are multiple methods with the same name -- This fixes some builds being treated as incompatible, even though they should be compatible (e.g. .NET 10 & .NET 11)
• Discord RPC will not spam logs with errors when Discord is closed or not present (reported by @flying_stitchman in #6889, implemented by @j4.lc)
