Patch v16.21 - Minor Balance Improvements

Changes:

• Damage and Gold Master Runes have changed to "Progressive" bonuses, meaning they continually get stronger with each one you earn. This should ensure these time-gated Runes remain valuable for a very long time.

• Made "Instant Spell" procs more "instant". They previously reset to a 1s cooldown, but now they reset to 0.01s, which might help your hourly gains and in niche micro cases such as with the PvP Immortal Boss.

• Slightly increased Supreme Tech in Battlepass rewards and the $25 Resource Pack.
