Open World Speed Update + Chain Ammo Poll

We further increased Open World speed at close-hauled and close-reaching angles.

---

We also added an in-game poll to gather feedback on Chain Ammo effective range reduction.

The poll is available on both servers and will remain active until** Monday maintenance, February 2**.

Only players of rank Commodore (620 crew) and above can vote.
