After a player is deemed defeated according to the current winning conditions, their forces will be removed from gameplay.

Once a player is defeated, a dialog will notify the other players that this player has been eliminated.

An option for setting up your desired amount of starting resources has been added to the setup screen.

Minor fixes regarding the home planet winning condition not functioning as expected.
