Hotfix #7 (build 55)

Hi all. A quick hotfix to patch some annoying bugs.

• Fixed migration calculation algorythm;
• Fixed fountain employees hiring glitch;
• Fixed city's bad health warnings repeating;

• Added textures to the briefing screen;
• Added traders grahics for the Empire map.

And that's it. :)
