SuiCats patch notes - 1.3d

Small patch that addresses to clean up some old inactive code and provides small changes to UI.

Fixes:

• Breakout information should no longer be visible in high scores.
• Game screen scales down properly for very unusual and small resolutions.

Changes:

• Language was moved from Gameplay options to main menu.
• Author's Note was moved to Options, to avoid clutter in main menu.
• Mouse hover and keyboard/controller actions should now be synced.
