ROK Update R22

This release contains exploit fixes. We also put some fixes for blocks and updated EAC. We do not believe this update will require a wipe.

• Exploit Fixes
• Blocks can no longer be removed from land that is owned by an enemy guild.
• Failed block removal will no longer generate a free block.
• Updated EAC

Edit - Additional Patch

• Fixed a positional error in the block placement ownership checks.
• The lobby menu will refresh properly when it is first opened.
