Quadrant Update v1.3

We have add several improvements to the Release branch of Quadrant.

• Core Engine upgrade - this has greatly improved performance!

• DX11 Support

• Added a jog state for the player to go into after running out of sprint. Walk/Jog/Sprint states

• Fixed gear not showing up on respawn

• Several misc improvements throughout the game
