Updates for Frizzy patch v1.3

Patch Notes

• Adds a new system to make Balloons (latchable objects) harder to spam. This system adds an cool down to balloon placement, and an on screen GUI object that display the cool down.

• Adds a system that sees to help the player orient themselves within the level. A color coded background will help the user gain perspective within the larger levels.

• Fixes a bug that misaligned the "World Name" in the GUI on the level selection/world scene.
