v1.15.16 - The Hydrogen Fuel Cell and Space Mining Update!

Dear Stormworkers,

In this minor update, we have added hydrogen fuel cells and lunar mining (on the moon for Space DLC owners). The mining is for hydrous ore, which can be used to extract water. You can use the water with hydrolysis to create oxygen and hydrogen, to maintain life support and fuel liquid rocket engines.

FPS limit support is added by popular request, mostly for laptop players who are concerned about heat and battery life.

We have also made some fixes, please see the patch notes below for full details.
