Added setting for choosing videoplayer backend in game (Implementation -> Video Player -> Video Decoder)

This setting only applies to video players spawned after it's changed

Choices are AVPro (Default), VLC, Disabled (won't spawn new video players)

Added Steam Signups username picking (will still get the 4 characters at the end)

Added supported extension check to AvPro to skip YTDLP for containers that should work

Known Issue
- Occasional crashes still occur when video changes resolution with LibVLC under Proton/Linux
