Government Variety Pack + Ethics and Civics Classic Compatibility Patch

A compatibility patch for Government Variety Pack and Ethics and Civics Classic.

Both mods can run together, but Ethics and Civics Classic significantly changes vanilla ethics, civics and government requirements. Without a compatibility layer, some Government Variety Pack governments can become unavailable, be replaced by more generic E&C governments, or behave incorrectly.

What This Patch Does

• Restores GVP government forms that become impossible under E&C rules.

• Makes GVP governments correctly recognize E&C ethics and civics.

• Adds Direct Democracy support where appropriate.

• Prevents unique GVP governments from being overridden by more generic E&C government types.

• Integrates Cooperative and Competitive interactions with relevant GVP governments and civics.

• Fixes federation-start origins such as Tradeways and Convened Providence so generated partner empires receive valid E&C-compatible governments.

The goal is to preserve the intended identity and mechanics of both mods rather than rebalance either of them.
