[JWL] Fish Hatcheries

Adds a new means of acquiring fish from Vanilla Fishing Expanded using Dubs Bad Hygiene. Allows you to set up fishing zones virtually anywhere, even space!

Create artificial water reserves where you can "breed" fish. Colonists assigned to the fishing job will "tend" to the fish tank and remove them when "mature" enough.

Functions exactly like the swimming pool from Dubs Bad Hygiene but without the joy source attached to it. Needs to be filled before being functional.

Safe to add. Drain and deconstruct any fish hatcheries before removing.

Once the hatchery is full it will cover the building with the "Pool Water" terrain, allowing you to create a fishing zone on top of it. This has the side effect of also allowing you to place fishing zones over the swimming pool from DBH. Not a big deal as you can just not do that, but I thought I'd mention it.

Soft incompatibility with Fish Traps. Placing a trap on top of a hatchery results in the hatchery being destroyed and the terrain bugging out. Otherwise, traps can still be placed on other water sources without issue.
