Old World Blues: Wasteland Economy Fixed (Semi-Working.)

Gifts of the Wastes Ever wondered why Water - the most precious of Wasteland resources - has no real use? Ever wanted to do something with that 100+ reservoir sitting on top of your production panel? Well, now you can!

This mod checks your resource every month and grants bonuses according to reserves level (unused ones, those you see at the top of your production panel):

• water: +% monthy population increase
• metal: +% construction speed
• electricity: +% factory output
• circuitry: -% consumer goods factories
• composites: +% base production efficiency
• advanced components: +% research speed

Exact percentages depend on your reserves as shown in the trade tab and the size of your nation: the more states & factories you have, the more resources will be needed!

I'm just the person updating and maintaining it, Though I've added some additions of my own, mainly the remaining three resources left without modifiers now have modifiers.

Should be compatible with OWB as long as resources aren't changed.
