It's nothing more than a simple group of options that you can choose in the government tab. I really like this idea in Victoria II and brought it to Hearts of Iron IV in my way.
The Party Issues are the trade, economic, religious, citizenship, military and welfare policies and have different bonuses according to what I thought would make sense.
There are some restrictions following mostly the Victoria II party issues themselves, just like the communist party, which always adopt full citizenship policy, but can very much vary between Jingoism and Pacifism sometimes.
It's Road to 56 compatible and it probably is compatible with most other mods in the workshop.
If you find anything that can be better balanced, comment and I'll definitely answer you with my point of view!
The mod is currently in the 1.16.4 version.
