MustaphaTR's Every State Independent

This mod used to be a recolor submod for another Every State Independent mod, but following a period of that mod being privated (it is back now, but still) i've started working on making it a standalone mod, with similar content to the Equestria at War version of Every State Independent i've made before ( https://steamcommunity.com/sharedfiles/filedetails/?id=2354801212 ). So here's my version of Every State Independent.

• Updated the mod to work with 1.19.1 Operation Postern.
• Added Military Training, Study Acquired Blueprints and Get Template decisions from Equestria at War.
• Added dummy localisation files for other languages so English text is shown instead of codenames when the mod is run with a non-English langauge. -- Although due to mod's heavy use of nested localisation, stuff like country names will be automatically translated. -- Minor extra translations have been done for Chinese, Japanese and Russian.
• Reworked the oversea neigbourhood checks to use state scoped arrays instead of long sets of if checks. -- This should hopefully work better for the performance.
• AI will now focus on attacking states needed for formables, provided that they are enabled.

• Added toggleable options Scripted GUI to Formable Nations and Foreign Commander Recruitment decision categories. -- Show Future Formables option toggles beween only seeing the next level of formables and all that you can get access to later on. -- News Events option enables news events that appear when other players form their formables. -- Skill Priority option toggles which skill level is prioritised when chosing the foreign commander to recruit. -- Existing Highlight Required/Affected States and Pre-Collapse Priority decisions were reworked to use this system.
• Added Military Police and Maintenance Company as technologies you can get from the Starting Technology setup option giving support companies. -- It was already supposed to be able to give Military Police, but was bugged and gave Engineer anyway when it rolled for Military Police.
