- Has more resources meaning they can be on free trade longer so they get a slightly bigger industry Confederates -Slightly Better Field marshalls -Gets a better commando and arty advisors

How Big are the industries - Each side Gets 150 Civs and Mils aswell as 45 Docks.
How long is Build up- I added a decsion for both sides to get a wargoal in mid 1938. but you can declare war whenever its your choice. i would recommend mid 1938.
