In vanilla hoi4, some nation form decisions can only be selected when you have occupy all their historical territory, it may looks bit strange because for some decisions, the world is already under your hand when you able to use it, then what are those cores for?
This mod allow you to form the nation first, then get core of some historical territory when you occupied them, before you have the whole national territory.
For example, you can form roman empire first, then, when you occupy Greece, you can core the state even you haven't get any other territory yet.
You will need 300 political powers to form the nation, then free to core the state you occupied.
