What is this?

This mods adds a focus like the pre-existing "Form the Reichskommissariats" but for the non-algined path. It is not the same as the fascist puppets for it is based on The Septemberprogramm.

Attention to certain content

• The territories that belonged to Autria-Hungary do not have to be part of the puppets, if those territories are not owned by Germany upon doing the decision, they will be created without those states.

• Becuase of a weird way that these puppets work, Poland can only be created under special circumstances, same might go for Lithuania or Latvia.

• Custom leaders have not yet been added.

• Decision to core luxembourg.

• Decisions to form puppet states of varying levels of autonomy.

• Decision to create Mittel-Europa.

• Decisions to give yourself buffs at the cost of your puppets, +1 of the bonus is possible per puppet

• Decision to create Mittel-Afrika

What will this become?

Nothing, unless there is large support for even more reichskommissariats to be added i will maybe make a submod, but this is meant to be an equivalent of the fascist focus for the non-aligned path in vanilla style.
