BlueMoonTR's National Ideas GUI V4 | v1.13 Arms Against Tyranny

This is the updated version of the original Greater Possibilities: National Ideas GUI mod. I changed the required pp to 100 and changed some buffs.

• AI will follow carefully (It will go for Diplomatic first and Economy second. If AI has war, it'll try to get compliance gain buffs first.)
