Enables the Order of the Spade at the Brotherhood of Steel Lost Hills Bunker.

Ever wondered why it took 500 people two months to set up a workbench in an already established room in your bunker? Ever wondered why some of those 500 people died from setting up your workshops when your entire faction's identity is all about wearing indestructible power armor?

Never fear! Elder Sarge has established the Order of the Spade. Now it takes less people, less time, at less risk to make the Lost Hills Bunker Great Again. A highly skilled group of power armor clad chad construction workers gets to work in your bunker so your Paladins can get out there to subjugate the wasteland and stomp out the nefarious NCR.

Re"balances" the political power and manpower costs, as well the duration and amount of manpower returned when interacting with the Lost Hills bunker system. Also a handful of misc other changes to suit my personal power armor fantasies.

All changes: Most bunker decisions now take far less people (500 -> 100) The safety dept setup costs 200 power armor You have the lower chances to lose manpower with each bunker upgrade, especially once you setup the Order Of The Spade Bunker upgrades are faster (60 -> 40 ->20, 240 -> 180, etc) Dig Deeper is only 200 manpower now Researching faster bunker upgrades and setting up the Spade doesn't use Admin capacity Setting up Admin doesn't cost Admin capacity Refurbed Paladin armor is MUCH more of a boost

Lost Hills now starts with Common Energy Weapons and T-45d armor
