Allows a certain country ( host ) to issue a tool. Host tool capabilities: -Transfer regions. -Nationalize regions -Annex a country ( + Divisions of the country will pass on) -Make a puppet out of a country -Add or remove a military plant or civilian factory -Condemnate the country to white peace with all enemies. -Put the player into observer mode ( Actually transplanted to the Solomon Islands, which usually have no territories and have the status of a surrendered country)
Must have all MP players
