Better Mechanics : Battalion Limiter

I have been working on this mod for a long time, and I am very proud to present it to you: the Battalions Limiter Mod! This simple addition to your playset inspired by Kaiserreich's unit limit system, instead of focusing on the number of your divisions, will focus on limiting the number of battalions you and the AI can produce.

The maximum number of supported units is based on the country's total population and owned states. It is then multiplied by the country's overall level of industrialization. This will also depend on your economic mobilization (I made it more compatible by removing the economic ideas and making them instead a trigger).

Dynamic debuffs accounting for how much of the cap you have passed will instated, so if you choose to overcome the cap, you will feel in the quality of your troops (still playable, but the additional difficulty is guaranteed)

Why limit battalions instead of divisions

• It makes the system more flexible, precise, and pleasing, as you can't cheese the system by making bigger divisions. (in old systems, a 4-battalion division counted the same as a 10-battalion one, which is not great)

• It fixes the recurring problem with civil wars and other small countries' playthroughs as your small divisions are accounted for, and you won't be unjustly punished

• Since a battalion is the nuclear unit of division creation, it just felt more accurate to limit it
