Implement functionality similar to Hearts of Iron III's industrial assistance Assistance content: Naval shipyards, civilian factories, military factories (Naval shipyards testing shows landlocked countries cannot use them even if provided)

The following situations will automatically cancel assistance (currently no prompt):
The assisting country and assisted country enter a state of war The assisted country is annexed The assisted country ceases resistance in any war The assisting country has less than 0 of any of the three factory types Actual gameplay reveals that implementing assistance through factory donation mechanism causes delays. After successful assistance, both the assisting and assisted countries need to wait some time for factory numbers to update (can save and reload to refresh immediately)
