This mod does not encourage, glorify, or reward the killing of civilians. Its purpose is the opposite: to remember the civilian victims of war and represent warfare more realistically by showing consequences that are normally absent from the game
Civilian casualties are presented as a negative consequence of warfare, and the civilian protection system is specifically designed to give players ways to reduce these losses as much as possible
The mod is intended solely for historical immersion and simulation
Collateral Damage is a remake inspired by the concept of the REAL CASUALTIES mod
Instead of relying primarily on fixed or random casualty values, Collateral Damage dynamically simulates civilian losses based on the actual conditions of the war
Civilian casualties are influenced by several factors, including:

As a result, two countries fighting in the same war can experience very different civilian losses depending on their circumstances.
Population Impact
Civilian deaths are not merely cosmetic statistics. They are removed from the country's actual state population and distributed proportionally across owned states, with more populated regions suffering a larger share of the losses
Civilian Protection Policies
Players can adopt different civilian protection policies, trading economic and industrial resources for increased civilian safety.
The selected policy and its effects are displayed directly in the casualty interface.

Monthly and yearly statistics use rolling periods and are updated weekly. Casualty statistics are cleared when the country is no longer at war
Collateral Damage is designed to represent the human cost of war beyond battlefield casualties. Invasions, territorial losses and sustained bombing campaigns can have severe consequences for the civilian population, while protecting civilians becomes an active part of managing the war
