Cheat Control Panel
A categorised, tooltip-driven cheat and debug menu for Hearts of Iron IV. No console typing, no memorising internal equipment IDs. Open one panel and click.
Press Insert to open it, or use the logo button below the top bar. Esc closes it. The key can be changed to F8, F11, F12 or Ctrl+F8 in Settings.

Fixed: forts, coastal forts and supply hubs did nothing. They are province buildings and now go into the right provinces

Esc closes the panel, and closing no longer depends on anything else loading

What is inside

Dashboard - a live summary of your country: political power, command power, manpower, army/navy/air experience, stability, factories

Resources - political power, command power, manpower and all three experience types, with scaled presets. For any other amount, tap it in on the number keys on the right, then press CUSTOM on the row

Equipment - every addable variant in your installation, grouped by category, with a live stockpile count on each row. Add one, add the latest of a line, or add a whole category. Anything you have not unlocked is greyed out and its tooltip says why

Research - every technology, grouped by research folder. One at a time, a whole folder, or everything in the game

Countries - annex with troop transfer, puppet, declare war, white peace, or switch to playing as any country

States - take a state, or take only its ownership or only its control. Hand it, or just its control, to a country you picked. Add and remove cores and claims, set compliance and resistance. From the list or by clicking the map

Nation - stability, war support, research slots, fuel, CIC funds, world tension, legitimacy, instant research bonuses, free doctrines, default occupation law

Politics - ruling party, popularity per ideology, civil war, autonomy

Raw resources - all seven resources added to every state you own

Military - nuclear bombs, division spawning in your capital or in a state you picked, disband everything, army/navy/air experience

Construction - eleven building types at several levels each, built instantly across every state you own, railways from your capital to every state, plus off-map factories that cannot be bombed

Diplomacy - opinion, intelligence, war goals, truces, factions, collaboration, guarantees, release, independence, and deleting a country's army

Commanders - skill, attack, defence, planning and logistics for every general and admiral

History - the last ten actions, each repeatable

Settings - hotkey, confirmations, diplomatic rules
Every action offers several amounts, not one. A card carries four or five buttons, so 76 actions become 238 choices. Every section is functional; there are no placeholder buttons.
Languages
The panel follows your game language in English, Deutsch, Francais and Russian. Everything it owns is translated; equipment and technology names come from the game itself, so those follow your game too.
Turkish and Dutch were removed in 3.1.1. Hearts of Iron IV loads exactly ten localisation folders and neither is among them, so they used to travel as an overlay written into the English folder. An update was uploaded while that overlay was applied, and English players got Turkish menus. That is fixed: the overlay is gone and the mod now ships only languages the engine keeps separate. Apologies to anyone who hit it.

No DLC required; DLC content appears only if you own it

Additive - no vanilla file is overridden and every identifier is namespaced, so it works alongside other mods

Singleplayer - country switching, annexation and state transfers can desync a multiplayer game

Ironman - the panel opens on a notice page and no section can be opened, because an Ironman save cannot be rolled back. This is intended, not a bug. Close it with CLOSE, Esc or your hotkey

Not compatible with Millennium Dawn or other total conversions that replace common/scripted_effects. They remove every action the panel performs while its interface stays on screen

Running any mod disables achievements
Honest limits
These are engine limits, not unfinished work:
-
No undo. The engine has no state snapshot, so destructive actions ask for confirmation instead of offering a way back
-
No typing. Scripted menus cannot read a typed value, so amounts use a digit pad and lists are browsed by category and page
-
No console commands. Mods cannot invoke them. instanttraining, fow, yesman, allowtraits and freefocuses have no scripted equivalent and are absent; where a native effect gives the same outcome, that is what the panel uses

Doctrines are made free, not researched. set_technology does not reach them, so Nation removes their cost instead
-
Ships and railway guns are not listed. The engine refuses to add them to a stockpile; they are built as units

No A-Z filter. Equipment names differ per language, so filing rows under an English initial would be wrong in three of the four

No national focus completion. It needs a specific focus token, and focus trees cannot be read at runtime

The equipment and technology lists are generated from your own game files rather than hand-written, so they stay accurate across game updates, and anything the game cannot name is left out instead of showing a raw internal ID.
