Defibrillator

Adds a simple defibrillator that can be used rather effectively, regardless of medical skill level.

• CPR seems too slow and unreliable?
• Most of your crewmates have no idea what to do in case somebody passes out and panic?
• Liquid Oxygenite doesn't feel that useful?

The defibrillator is a one-time use item that is used like any medical item (through the medical interface or swung at the target) and grants following status effects upon use:

• Cures Oxygen Low status of any magnitude in 2/4 seconds
• Stuns the target for a few seconds
• Causes 5/15 Internal Damage within 10 seconds

(medical level of 45 required for best effects)

For balance reasons, the defibrillator is not rechargeable nor is it operated by batteries, but it can be deconstructed to reclaim some resources.
