A working valve without modification of the game (100% vanilla), working on components, have two options.
In order to rotate the valve:

Click on the middle of the valve.

Hold LMB.

Rotate the cursor in the desired direction (clockwise or counterclockwise).
Options:
Option 1
- The valve switches the value by making a full turn in one direction.
Option 2
- The valve switches the value depending on the number of full turns in one direction. If the turn is not completed, it does not count.
This circuit can be easily modified and integrated into any mechanism on a submarine, it all depends on your imagination and skills. Feel free to install the valve on your creations, I don’t mind. *I will be glad if I am mentioned in your work. *
The entire circuit is in the green box. Blue box is optional and is used exclusively for indication (lighting components).
I don’t see the point in trying to explain how it works, people who understand the components can easily figure it out. But if you have questions, you can ask in the comments.
