Less Meaningful Upgrades - Now With Resources

Now with some balance

Meaningful Upgrades is great mod, it allows crews to use whatever sub they want

but the upgrades are a bit much such allowing to upgrade a subs supercapacitor efficiency to 100% on top of a 200% capacity bonus is a bit much trivializing any encounter

this mod addresses the more difficulty nuking upgrades addressing upgrades that could trivialize difficulty when a crew decides by:

1. all upgrades now have vanilla price scalling (this could absolutley be broken but theres no real way to test long term)
2. all upgrades cost resources usually requiring alien materials at later levels
3. some upgrades require scrap as material
4. reducing the total amount of upgrades you can get
