Hotfix 22 + QOL

Plenty of QOL included in this one.

New

• Added Track button to the Mission List.

• Added Distances to the Mission List.

• Added Sort by field to the Mission List.

• Added mission completion queue to Islands.

Fixes

• Fixed issue where Cargo Weight summaries were ignoring upgrades.

• Fixed issue that would allow a strong fleet to have a very weak Flagship.

• Fixed issue with some fleets having multiple Flagships.

• Fixed issue with Troop powers / counts not being consistent in the UI.

Changes

• Rebalanced a few campaign spawning frequencies and enemy fleet strength.
