Hotfix 23

Fixes Fixed issue preventing early game bonuses from being applied. Fixed issue preventing early game relationships from being applied. Redone some soldier balancing and hit registration. Fixed issue preventing some units from attacking in certain states. Added some decision paths for certain units to circumvent some potential errors in decision making.

Changes Pirates and Brawler no longer get bonus land cannons. Bonus troops for Brawler and Pirates reduced. Increased weight limit for some ships. Increased hitpoints on some late-game ships. Increased prices for some ships. Reduced hitpoints of the Prince. Rebalanced every Ground Unit.
