Bug fixes, and a new economic slider chart

1. Fixed bug where food shortages had a zero impact on Everyone.
2. A bunch of changes to the impacts of the global economy, which were using incorrect equations.
3. Added new economic cycle chart to the customise mission screen to explain it better.
4. Fixed a bug that would cause random bits of Russian text to be displayed in English.
