New Game Content

• Added an event specifically for Grigory Romanov.

• Completely reworked and changed the Party Privileges modifier.

• Reworked the election system in Europe - it now takes into account your and American achievements in science and the economy.

Gameplay Changes

• Rebalanced the Libya event.

• Added the ability to postpone the relocation of the UN Headquarters.

• A peaceful Minister of Defense will no longer get upset over the cancellation of student mobilization.

• Elections in Cambodia after the withdrawal of Vietnamese troops now take into account the global situation, not just the regional one.

• Events regarding Eastern Bloc countries no longer trigger just "for the fun of it".

• Bug fixes.
