There is only one change in this patch related to VSYNC.

VSYNC is now OFF by default. A new VSYNC option can be found in the video options panel. I recommend not turning this on unless you are experiencing area loading lockups.

I'm hoping this resolves issues on some systems where the game starts to slow down over time, stuttering and a few other issues related to bad sync. If for some reason, the Options->Video panel is showing VSYNC ON (checked), I recommend disabling it in-game. This setting should not be highlighted.
